1. About the Organization

Pak Mission Society (PMS) is a national relief and development organization established to serve unreached and underprivileged communities across Pakistan. 2. Project Overview:

 The Safe Health Project in Umerkot, Sindh (funded by Humedica e.V/BMZ) aims to ensure that communities in the catchment areas of eight (08) Basic Health Units (BHUs) across eight Union Councils of Taluka Kunri, District Umerkot, are resilient and have access to functional primary healthcare services that remain operational during and after climate-related disasters such as floods and heatwaves. The project strengthens structural and non-structural safety of BHUs, establishes functional Emergency Medical Teams (EMTs) linked to Health Emergency Operations Centres (HEOCs), builds community engagement and accountability mechanisms, and supports formal integration of DRR and primary healthcare governance in coordination with the District Health Office, DDMA, Rescue 1122, and WHO.

3. Position Overview:

The Project Manager will be responsible for project management at the field level, leading overall project cycle management including implementation, the technical component, financial management, and monitoring of the Safe Health Project in Umerkot. Working in the context of Umerkot's climate vulnerability and weak health facility resilience, the Project Manager will lead the retrofitting and upgrading of eight (08) Basic Health Units, the establishment of functional Emergency Medical Teams and Health Emergency Operations Centre linkages, and community engagement and DRR-health governance integration, ensuring continuity of essential health services during and after climate-related emergencies for target communities in Taluka Kunri, District Umerkot.

4. Key Responsibilities

4.1 Technical Role

  • Lead field-level implementation of the Safe Health Project, aligning all interventions with WHO-HSI (Health Safety Index) standards, WASH FIT, national/provincial health and DRR policy frameworks, donor priorities, and PMS's organizational goals.
  • Lead comprehensive risk and safety assessments of the eight (08) Basic Health Units (BHUs) using WHO-HSI adapted standards to grade facilities (green/yellow/red) and prioritize retrofitting and upgrade needs.
  • Oversee retrofitting and upgrading of the 08 BHUs to hazard-specific standards (flood, heatwave, earthquake, disease outbreak), including civil works such as solar power, generators, improved water storage/sanitation, and emergency medical supply stockpiling in line with the Sindh UHC Benefit Package.
  • Guide development and operationalization of facility-level safety maintenance plans (regular inspections, evacuation signage, equipment securing, continuity protocols) for each BHU.
  • Lead the establishment of eight (08) Emergency Medical Teams (EMTs) linked to BHUs and functioning under Health Emergency Operations Centres (HEOCs), and oversee delivery of training on disaster preparedness, mass casualty management, and Continuity of Operations Planning (COOP) for health staff.
  • Oversee facility-level emergency response plans (evacuation routes, triage, communication protocols) and the conduct of multi-hazard simulation drills ahead of monsoon and heatwave seasons.
  • Support integration of DRR and health governance components, including facility-level Disaster Risk Reduction plans, early warning systems, and formal linkages between BHU EMTs, HEOCs, and the District Disaster Management Authority (DDMA).
  • Ensure quality implementation through ongoing capacity building of field staff, health facility personnel, and community structures (VDCs, DRR Committees, CERTs).

4.2 Programme Management

  • Design and regularly update project cycle management documents, including detailed implementation plans, budget spending plan, procurement plans, risk management, stakeholder engagement and HR plans for the Safe Health Project.
  • Oversee execution of all project activities across the 08 target BHUs and their catchment Union Councils in Taluka Kunri, ensuring adherence to timelines, project objectives, and donor (Humedica/BMZ) requirements.
  • Identify risks throughout the project lifecycle (e.g., staff turnover at health facilities, delayed NOCs, retrofitting sustainability) and develop and monitor mitigation strategies in coordination with health and disaster management authorities.
  • Resolve conflicts among project staff, health facility personnel, and stakeholders through negotiation, mediation, and fostering a collaborative working environment.
  • Ensure all project deliverables, including retrofitting works, training packages, and facility plans, meet quality standards and comply with organizational, donor (Humedica/BMZ), and government requirements.
  • Prepare and present periodic progress reports, quarterly and annual reports, and project documentation for internal management, Humedica, and other stakeholders as per donor templates and standards.
  • Lead field-level response during climate-related emergencies (floods, heatwaves, disease outbreaks), ensuring rapid activation of EMTs, HEOC coordination, and continuity of essential health services at target BHUs.

4.3 Programme Financial Management

  • Prepare budget consumption plans and manage the project budget, ensuring optimal utilization of resources in line with PMS financial policies and donor requirements.
  • Ensure budget spending as per the donor guideline and agreed annual amount.
  • Participate in monthly budget-versus-actual (BvA) meetings and regularly update budget projections and forecasts.
  • Oversee procurement processes for retrofitting materials, medical equipment, emergency supply kits, and other program inputs, ensuring transparency, value for money, and efficiency.

4.4 Monitoring & Evaluation

  • Conduct regular and systematic field visits to the 08 BHUs and their catchment communities to assess the quality of retrofitting works, EMT/HEOC functionality, and training delivery against WHO-HSI, Sphere, and organizational/donor standards.
  • Support the M&E framework and data collection tools to monitor project indicators (facility safety scores, EMT establishment, training numbers, community awareness), ensuring data is disaggregated by gender, age, and location.
  • Document lessons learned, challenges, and best practices, and organize learning workshops, debriefing sessions, and case studies with district health and disaster management stakeholders.
  • Support the MEAL team in baseline/endline assessments, satisfaction surveys, and monitoring of the Complaints Response Mechanism (CRM), ensuring PSEA, protection, and accountability principles are upheld.
  • Adapt and refine implementation strategies based on monitoring data, facility assessment findings, and feedback from communities and health authorities, promoting a culture of continuous improvement.

4.5 Coordination / Networking / Partnership

  • Represent PMS in regular coordination with the District Health Officer (DHO), District Disaster Management Officer (DDMO)/DDMA, Rescue 1122, WHO, and other relevant government and humanitarian actors in Umerkot.
  • Support formalization of MOUs and coordination protocols between PMS, the Department of Health, and DDMA regarding operation of HEOCs and EMTs, and facilitate quarterly stakeholder meetings on project goals and objectives.
  • Represent the organization and the project in relevant coordination forums and support policy advocacy workshops/briefs at district and provincial level on health facility resilience and DRR-health integration.
  • Collaborate closely with community structures (VDCs, DRR Committees, CERTs) to integrate community feedback and beneficiary perspectives into project design and implementation.
  • Liaise with PMS Head Office (senior management, MEAL, Operations, Finance) to ensure alignment of field implementation with organizational systems and donor compliance requirements.

4.6 Team Management & Capacity Building

  • Supervise and mentor the project field team (technical/health officers, social mobilizers, and support staff) to ensure efficient and quality delivery of project activities.
  • Organize and support capacity-building workshops and training sessions for project staff, BHU-EMT members, and community volunteers on DRR, emergency management, and safe health facility standards.
  • Promote a collaborative work environment, encouraging teamwork and knowledge sharing among project staff, health facility personnel, and stakeholders.

5. Job Specifications

5.1 Education

  • Master's degree in Public Health, Disaster Risk Management, Development Studies, Social Sciences, or a related field.
  • Additional certifications in DRR, WASH, or health emergency management (e.g., WHO-HSI, WASH FIT, HEOC/EMT management) are advantageous.

5.2 Work Experience

  • 5-7 years of experience in project management, with demonstrated expertise in health system strengthening, WASH, and/or DRR projects, preferably in flood-prone or climate-vulnerable contexts.
  • Proven track record of managing infrastructure/retrofitting works, health facility resilience initiatives, or Emergency Medical Team/HEOC establishment.
  • Experience in community engagement, capacity building of health staff and community structures, and partnership development with government health and disaster management authorities.

5.3 Skills and Competencies

  • Knowledge of WHO-HSI, WASH FIT, Sphere Standards, and health facility safety/resilience assessment tools.
  • Understanding of DRR frameworks, Emergency Medical Team and Health Emergency Operations Centre structures, and district-level disaster management coordination mechanisms (DDMA, Rescue 1122).
  • Strong analytical and data management skills for monitoring project impacts and facility-level indicators.
  • Excellent project planning, budgeting, procurement, and risk management skills.
  • Strong leadership and interpersonal skills with the ability to inspire and manage diverse field teams.
  • Effective communication and report-writing skills in English, Urdu, and Sindhi.
