CARE Pakistan invites Expressions of Interest (EOI) from eligible local and national NGOs to establish collaborative partnerships under CARE International’s Emergency Preparedness Plan (EPP) 2026. The objective is to identify capable organizations that can rapidly support emergency and humanitarian response interventions across Pakistan during sudden-onset or complex emergencies.

CARE has been working in Pakistan since 2005, implementing humanitarian and development programs in coordination with national and provincial government authorities.

Thematic Areas include (but are not limited to):

  • Disaster Risk Reduction / Disaster Risk Management

  • Anticipatory Action & Forecast-Based Financing

  • Climate Change Adaptation & Community Resilience

  • Urban Humanitarian Response

  • Women’s Economic Empowerment & Financial Inclusion

  • Education, Youth Skills & Technical Education

  • Food Security & Livelihoods (FSL)

  • WASH

  • Health & Nutrition

  • Shelter / NFIs

  • Protection, Equality & Social Inclusion

  • Digital Transformation for Development & Emergency Response

Eligibility (Summary):

  • Pakistani, not-for-profit NGOs legally registered in Pakistan

  • Registered with Economic Affairs Division (EAD) with a valid MoU

  • Minimum three donor-funded projects (PKR 10 million each) implemented in the last three years

  • Proven operational presence and emergency response experience

  • Currently active and implementing relevant projects

Interested organizations must submit the completed EOI along with required supporting documents, including a signed and stamped declaration, via email.

Note:
This EOI does not constitute a commitment of funding. CARE Pakistan will enter into collaborative MoUs with selected organizations to ensure emergency response readiness.
