1. Introduction/Background
Pak Mission Society (PMS) is a National Humanitarian and Development organization established in 2004, focused on providing emergency relief and long-term rehabilitation and development programs. PMS operates with an MoU with the Economic Affairs Division (EAD), Government of Pakistan, and is certified as an NPO. PMS is committed to holistic transformation and development, serving unreached communities regardless of background.
PMS is currently implementing a 36-month development project titled “Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur,” funded by Humedica International with support from the German Federal Ministry of Economic Cooperation and Development (BMZ). The project aims to enhance disaster resilience and livelihood capacities in 35 new and 70 old village (from Phase-I & Phase-II) communities severely affected by floods in District Rajanpur. Under this project, PMS is implementing a women’s economic empowerment initiative focused on strengthening Home-Based Business (HBB) opportunities for skilled women in the target communities. A total of 30 women from 70 old village communities, who already received Home Based Business (HBB) Level-I training in dress making and embroidery during the previous phase of this project, will now be provided with advanced, market-oriented Level-II skills to improve product quality, promote diversification, and increase income-generation opportunities.
To achieve this objective, PMS intends to hire a qualified Consultant/Trainer to conduct a 5-day Advanced Skill Training on Dress Making and Embroidery for 30 women HBB participants, with a strong emphasis on entrepreneurship development, quality standards, and market readiness.
2. Objectives
The overall objective of the training is to upgrade the technical and entrepreneurial skills of 30 women HBB participants, enabling them to expand or strengthen their home-based enterprises. Specific objectives include:
- Enhance advanced skills in dress making, embroidery, and embellishment techniques
- Improve product finishing, quality control, and design innovation
- Introduce market-driven designs and trends
- Strengthen basic entrepreneurship, costing, pricing, and order management skills
- Enable participants to produce saleable, value-added products
- Facilitate backward and forward linkages, including connections with microfinance institutions (MFIs), to support business growth and sustainability
3. Scope of Work
The training program aims to enhance advanced skills in dress making and embroidery, with a strong emphasis on entrepreneurship development, quality standards, and market readiness, enabling women participants to manage their enterprises more effectively and sustainably. A total of 30 women HBB participants, who have already completed HBB Level-I training in dress making and embroidery in the previous phase of this project, will receive this advanced Level-II training. The training will be conducted at a central location in District Rajanpur to ensure easy accessibility for all participants. A total of one (01) five-day training is planned, proposed to be conducted from 20 to 24 July 2026, with the overall assignment spanning 10 working days: 3 days for inception and content finalization, 5 days of training delivery, and 2 days for post-training reporting. The Consultant(s)/Trainer will be responsible for the following (outputs may be further adjusted after selection of the consultant):
a. Training Design & Preparation
- Develop a 5-day detailed training plan aligned with HBB Level-II standards
- Prepare training modules, practical exercises, and demonstration materials
- Ensure content is context-specific and suitable for rural women participants
b. Training Delivery
- Conduct 5 full days of participatory, hands-on training sessions
- Deliver advanced practical training in advanced dress designing and stitching techniques; embroidery patterns, finishing, and embellishment; fabric selection and material optimization; quality improvement and product presentation; and costing, pricing, and basic entrepreneurship concepts
- Facilitate group work, demonstrations, and individual practice
- Ensure a safe, inclusive, and women-friendly learning environment
- Facilitate the Home-Based Business development plan
c. Assessment & Reporting
- Conduct pre- and post-training skill assessments
- Provide individual feedback to participants
- Submit a final training report, including training methodology and content covered, attendance record, achievements and challenges, photographs, and key recommendations
PMS Responsibilities:
- Provide a list of potential trainees to the selected Consultant/Trainer
- Provide basic training material to each enrolled learner who successfully completes the training course
- Share relevant information regarding the participants
- Conduct on-going monitoring of training quality
- Support in identification and finalization of training centers/venue
- Arrange venue, food, and refreshments for participants

6. Methodology
The training will follow a participatory, hands-on methodology combining practical demonstrations, group work, and individual practice sessions tailored to rural women participants. The Consultant/Trainer will introduce market-driven designs and trends, reinforce quality control and finishing standards, and integrate basic entrepreneurship, costing, pricing, and order management concepts throughout the training. Pre- and post-training assessments will be used to measure skill improvement, and the approach will ensure a safe, inclusive, and women-friendly learning environment, with linkages to microfinance institutions (MFIs) facilitated to support sustainability of the participants’ enterprises.
7. Selection Criteria
- Relevant qualification such degree in Textile dress designing/making, embroidery, fashion or related field. (mandatory)
- Experience in delivering advanced-level designing and entrepreneurial skills and planning trainings (minimum 5 years preferred)
- Experience in South Punjab region, particularly in Rajanpur or neighbouring districts, demonstrating contextual understanding and community linkages (preferred)

9. Desired Competencies, Technical Background, and Experience
- Proven experience in dress making, embroidery, and embellishment
- Proven experience in training women, preferably in rural or HBB contexts
- Strong practical skills in advanced stitching and embroidery techniques
- Experience in entrepreneurship or small business training
- Excellent communication (report writing) and facilitation skills
- Knowledge of local languages (Seraiki/Balochi) and culture of the project district will be preferred
10. Technical Proposal
The technical proposal should include the following:
- Cover letter detailing the consultant’s suitability for the assignment and current contact information
- Workplan
- CVs of team members, including detailed work experience and education; the overall lead consultant must be clearly identified
- Proposed training methodology and sample training content (outline)
- Sample(s) of previous similar assignments completed (training report, curricula, or material)
11. Financial Proposal
All interested firms/consultants must submit a financial proposal for the training.
12. Payment Terms
100% Payment will be made after completion of assignment, linked to the satisfactory completion and submission of deliverables mentioned in section 5, including the final training report.
