1. Background
Sindh Community Foundation (SCF) implemented a climate-resilient Water, Sanitation and Hygiene (WASH) project in six flood-affected villages of District Matiari, Sindh, Pakistan, with the support of the Consulate General of Japan, Karachi under the Grant Assistance for Grassroots Human Security Projects (GGP).
The project focused on improving access to safe drinking water and sanitation facilities for vulnerable rural communities affected by floods, unsafe drinking water, poor sanitation conditions, and climate-related public health risks.
Under the project, the following major interventions were completed:
- Construction of 42 blocks of community toilets
- Installation of 06 Reverse Osmosis (RO) Water Filtration Plants
- Improvement of community sanitation systems
- Promotion of climate-resilient WASH infrastructure in targeted villages
The intervention covered:
- 02 villages in Matiari Taluka
- 02 villages in Saeedabad Taluka
- 02 villages in Hala Taluka
SCF now intends to conduct an independent Project End Impact Review to assess the effectiveness, impact, sustainability, and outcomes of the project interventions.
2. Purpose of the Assignment
The purpose of the assignment is to engage a qualified consultant/firm to conduct a comprehensive end-line impact review of the project and assess:
- Project achievements and outcomes
- Impact on targeted communities
- Improvement in access to safe water and sanitation
- Community satisfaction and utilization
- Climate resilience contribution
- Sustainability and operational effectiveness of WASH systems
- Lessons learned and recommendations
3. Scope of Work
The selected consultant/firm will be responsible for:
A. Desk Review
- Review project documents, reports, BOQs, monitoring records, and progress updates
- Review baseline information and project indicators
B. Field Assessment
- Conduct field visits to all 6 targeted villages
- Assess functionality and utilization of RO plants and sanitation systems
- Verify infrastructure quality and community usage
C. Community Consultations
- Conduct Focus Group Discussions (FGDs)
- Household interviews and beneficiary consultations
- Meetings with village committees and stakeholders
D. Impact Assessment
Assess project impact related to:
- Access to clean drinking water
- Reduction in waterborne diseases
- Hygiene and sanitation practices
- Women and girls’ dignity and safety
- Community resilience against floods and climate impacts
- Environmental and social improvements
E. Reporting
The consultant/firm will submit:
- Inception report
- Data collection tools
- Draft impact review report
- Final impact review report with recommendations
- Photographic and field documentation
4. Methodology
The consultant/firm is expected to apply participatory and mixed-method approaches including:
- Quantitative and qualitative assessment
- Household surveys
- KIIs and FGDs
- Infrastructure verification
- Comparative analysis with baseline/project indicators

6. Duration of Assignment
The total expected duration of the assignment is 10 working days including:

7. Proposal Submission Requirements
Interested consultants/firms are required to submit both a Technical Proposal and a Financial Proposal.
A. Technical Proposal
The Technical Proposal should include:
- Consultant/Firm profile
- Relevant experience in WASH evaluations and impact assessments
- Understanding of the assignment
- Proposed methodology
- Work plan and timeline
- Team composition and CVs
- Similar assignments completed
- References
B. Financial Proposal
The Financial Proposal should include:
- Professional consultancy fee
- Field travel and logistics costs
- Data collection expenses
- Applicable taxes
- Total proposed cost
- Validity period of quotation
8. Deliverables
The selected consultant/firm will provide:
- Inception Report
- Data Collection Tools
- Draft End Impact Review Report
- Final End Impact Review Report
- Field Photographs and Documentation
