To strengthen our Country Programme in Pakistan, we are seeking a dynamic and experienced Programme Officer to support programme development, partner management, project implementation, monitoring, learning, compliance, and stakeholder engagement.


Key Responsibilities

1. Project Development and Design

  • Lead and support the development of project concepts, concept notes, proposals, logframes, implementation plans, and budgets in line with CBM and donor requirements.

  • Identify potential implementing partners and support partner selection processes in coordination with the Country Representative  and relevant CBM teams.

  • Contribute to fundraising efforts through proposal development and donor engagement processes.

  • Support partner due diligence, organisational capacity assessments, and onboarding processes.

  • Facilitate project start-up activities, including kick-off workshops, partner orientation, and introduction to CBM systems, tools, and reporting requirements.


2. Partnership Management and Capacity Strengthening

  • Maintain strong working relationships with implementing partners, OPDs, government institutions, and other key stakeholders.

  • Support partners in project planning, implementation, monitoring, and reporting.

  • Identify capacity gaps and develop capacity strengthening plans for partner organisations.

  • Organise and facilitate trainings, workshops, and learning events related to programme management, disability inclusion, safeguarding, monitoring and evaluation, and donor compliance.

  • Support periodic partner performance reviews and follow-up actions.


3. Project Coordination and Quality Assurance

  • Coordinate implementation of projects to ensure activities are delivered according to approved plans, budgets, timelines, and quality standards.

  • Monitor project progress and ensure achievement of agreed outputs, outcomes, and indicators.

  • Review and process requests related to budget revisions, no-cost extensions, activity modifications, and other project changes.

  • Promote quality programming through the integration of disability inclusion, gender equality, safeguarding, accountability, and learning approaches.

  • Ensure alignment of programme activities with CBM strategies, country priorities, and donor requirements.


4. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Conduct regular monitoring visits, both onsite and remotely, to assess project performance and compliance.

  • Prepare monitoring reports and follow up on agreed actions and recommendations.

  • Support development and implementation of monitoring frameworks, indicator tracking systems, and data quality assurance processes.

  • Develop Terms of Reference (ToRs) for evaluations, assessments, studies, and learning exercises.

  • Coordinate consultants and support evaluation processes.

  • Capture, document, and disseminate lessons learned, good practices, success stories, and evidence generated through projects.

  • Contribute to organisational learning and adaptive programme management.


5. Reporting and Grant Management

  • Review and consolidate narrative and financial reports submitted by partners.

  • Ensure reporting meets donor requirements, contractual obligations, and CBM quality standards.

  • Monitor reporting schedules and ensure timely submission of partner and donor reports.

  • Support grant management throughout the project lifecycle.

  • Contribute to audit preparations and follow-up on audit recommendations.


6. Compliance, Risk Management and Safeguarding

  • Identify, monitor, and mitigate programmatic, operational, financial, compliance, and safeguarding risks.

  • Support implementation of risk mitigation and improvement plans.

  • Ensure implementing partners maintain adequate systems, policies, and procedures to comply with CBM requirements.

  • Promote adherence to safeguarding, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), anti-fraud, and ethical conduct standards.

  • Ensure safeguarding concerns are reported and managed in accordance with CBM policies and procedures.


7. Project Administration and Information Management

  • Maintain accurate and up-to-date project information within CBM's  project management systems.

  • Support project setup, forecasting, budget monitoring, revisions, and reporting within organisational systems.

  • Ensure complete and accurate project documentation and filing.

  • Upload reports, monitoring documents, assessments, and project records in accordance with CBM procedures.


8. Stakeholder Engagement and Representation

  • Develop and maintain constructive relationships with government departments, donors, development partners, networks, and coordination platforms.

  • Participate in relevant technical working groups, coordination forums, and sector meetings.

  • Represent CBM in meetings and events as delegated by the Country Representative.

  • Support visibility, networking, advocacy, and partnership-building initiatives aligned with CBM's strategic objectives.


Qualifications and Experience

Education

  • Master's degree in Development Studies, International Development, Project Management, Public Health, Social Sciences, Disability Studies, or another relevant discipline.

Professional Experience

  • Minimum 5–7 years of progressively responsible experience in programme or project management within the development and/or humanitarian sector.

  • Demonstrated experience managing projects throughout the full project cycle, including design, implementation, monitoring, reporting, and close-out.

  • Experience working with local NGOs, OPDs, government institutions, and civil society organisations.

  • Proven experience in proposal development, donor reporting, and grant management.

  • Experience in monitoring, evaluation, accountability, and learning processes.

  • Experience working with institutional donors such as BMZ, EU, FCDO, GAC, UN agencies, or similar donors is desirable.

  • Experience in Disability Inclusive Development (DID), Inclusive Eye Health, Community-Based Inclusive Development (CBID), Inclusive Humanitarian Action (IHA), or related sectors will be an advantage.
