Doaba Foundation is a non-profit organization committed to empowering disaster-prone communities to achieve self-reliance and address shared challenges. Registered with the Securities and Exchange Commission of Pakistan (SECP) under Section 42 of the Companies Act, 2017, and certified by the Pakistan Centre for Philanthropy (PCP) since 2000, Doaba Foundation is recognized for its dedication to sustainable development. Currently, the Foundation is implementing the Public Health and WASH in Healthcare Facilities (HCF) project in District Lodhran, with financial support from WaterAid.
Project Goals
The project aims to reduce the disease burden and enhance health and well-being in District Lodhran, Punjab. The two primary objectives are:
- Establishing climate-resilient, inclusive, and gender-responsive WASH-friendly healthcare facilities.
- Promoting replication and scaling of gender-responsive WASH models through stakeholder engagement, evidence generation, and knowledge dissemination.
Key project outputs include:
- Enhance the skills and knowledge of male and female Community Health Workers (CHWs) to promote gender-responsive WASH practices in healthcare services.
- Equip CHWs to educate communities on the significance of hygiene and sanitation in preventing health challenges, including waterborne diseases.
- Empower CHWs to engage with local leaders and stakeholders to implement gender-sensitive health initiatives effectively.
Objective of the Consultancy
The consultancy aims to support the project's commitment to gender-responsive WASH through the following objectives:
- To make enable the CHWs to understand gender sensitive approaches in HCF
- To make enable the CHWs to understand menstrual hygiene management (MHM) and clean water access relevant to specific community needs.
- To make enable to CHWs to participate in decision-making process around WASH and health resources, enhancing community-wide participation.
- Address cultural norms and barriers that obstruct gender equity in health and WASH access, development long-term behavioral change.
- To develop better understanding of CHWs for ensuring WASH facilities are accessible, safe, and meet the needs of all genders, including women, girls, and marginalized groups.
- Highlight the interconnection between Sustainable Development Goals (SDGs) 5 (gender equality) and 6 (clean water and sanitation).
Scope of Work
The consultant (individual or firm) will be responsible for the following:
- Enhancing trainees' understanding of how WASH impacts personal and community well-being.
- Facilitating learning on the influence of traditional gender roles on WASH access and the advantages of gender-inclusive WASH practices.
- Identifying challenges faced by male and female CHWs, as well as marginalized groups, in accessing WASH, and analyzing the health, societal, and economic implications of these gaps.
- Strengthening trainees' comprehension of gender equality in WASH.
Key Deliverables
The consultant (individual or firm) will be responsible for:
- Preparing a detailed session plan and training content.
- Developing training materials such as presentations and related resources.
- Designing and administering pre- and post-training tests to assess participants’ knowledge.
- Submitting a draft final report, including findings, outcomes, and recommendations.
- Preparing a concise slide deck (10–15 slides) summarizing the report for use as a training resource.
- Providing high-quality photos documenting the training events.
Expected Qualifications
1. Consultant/Team Requirements:
- Proven experience in public health, WASH, climate change, and gender.
- A minimum of five years of relevant experience in similar fields for all team members.
- The lead consultant must hold a Master’s degree or higher in Public Health, Social Sciences, or Gender Studies, with demonstrated expertise in climate change and WASH model development.
- Familiarity with child safeguarding and protection is an advantage.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Financial Proposal – 35%
- Technical Proposal – 30%
- Relevant Past Experience and Quality of Materials – 15%
- Human Resource Competency and Timely Deliverables – 20%
Responsibilities of the Consultant
- Develop a comprehensive session plan for the training.
- Design training modules tailored to the program requirements.
- Administer pre- and post-tests to participants.
- Submit a detailed final report summarizing training outcomes and recommendations.

- Start Date: December 20, 2024
- End Date: December 21, 2024

- A proposed methodology aligned with the deliverables.
- Applicable tax rates:
- 22% (individual non-filers)
- 11% (individual filers)
- 8% (company filers)
- 16% (company non-filers)
- A financial proposal with a validity period for the quoted price.
