Job Summary:

The Coordinator M&E (Civil Engineer) will play a critical role in strengthening the monitoring, verification, and compliance systems related to community physical infrastructure (CPI) interventions. The incumbent will be responsible for independently verifying construction-related bills, validating the quality and quantity of works executed on-site, and contributing to procurement oversight through the review of technical documentation and participation in contractor/vendor evaluations. This role requires strong technical acumen, high ethical standards, and attention to detail, with a commitment to upholding quality assurance, transparency, and accountability across the civil works portfolio.


Key Responsibilities:

  • M&E Planning and Framework Development
    • Lead the formulation and periodic updating of quarterly and annual M&E Plans for CPI interventions, in close coordination with the engineering
    • Ensure the integration of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) performance indicators for each infrastructure scheme type in the M&E framework.
  • Data Collection, Analysis and Reporting
    • Design and manage standardized tools and formats for data collection covering technical, financial, environmental, and social dimensions of CPI schemes and other infrastructure.
    • Oversee systematic data collection, verification, and analysis for all project components and ensure regular reporting on project outputs, outcomes, and compliance indicators.
    • Review monitoring reports submitted by field teams, provide constructive feedback, and ensure standardization and quality across reporting practices.
    • Prepare and submit evidence-based monitoring reports, dashboards, and updates to internal management and donor platforms.

 

  • Situation Analysis and Outcome Monitoring
    • Facilitate baseline/endline surveys, situation analyses, and needs assessments for infrastructure projects by identifying key data needs and ensuring standard methodologies.
    • Coordinate periodic outcome and impact assessments to evaluate the performance, sustainability, and relevance of infrastructure investments, with special focus on marginalised groups (e.g. women, children, minorities, and persons with disabilities).
    • Identify and document case studies, success stories, and field insights that demonstrate learning, innovation, and impact in infrastructure interventions.
  • Quality Assurance, Compliance and Risk Monitoring
    • Monitor adherence to Organisation’s policies and procedures, donor compliance conditions, environmental safeguards, and disaster risk reduction (DRR) standards.
    • Independently validate field data on physical progress, technical quality, and beneficiary satisfaction through desk review and field verifications.
    • Maintain a structured log of findings from monitoring visits, highlighting discrepancies, non-conformities, and lessons learned, and ensure timely communication of risk mitigation measures to relevant teams.
  • Technical Verification and Independent Reviews
    • Review Bills of Quantities (BOQs), technical specifications, engineering drawings, and work schedules at the planning and design stages to assess their coherence with approved designs, sectoral standards, and the intended scope and objectives of infrastructure interventions.
    • Support technical bid evaluation processes from a monitoring standpoint by assessing potential execution risks and quality assurance concerns.
    • Independently validate contractor outputs by cross-referencing monitoring data with field realities, particularly in terms of reported work progress, technical quality, and adherence to design standards—without engaging in direct implementation or contract administration.
  • Regulatory Compliance and Continuous Learning
    • Keep abreast of evolving sectoral plans, environmental regulations, and infrastructure priorities.
    • Integrate updated practices into M&E tools and ensure Organisation’s infrastructure M&E processes remain responsive, adaptive, and forward-looking.

Requirements:

  • Bachelor’s degree in Civil Engineering (Master’s degree preferred).
  • 5+ years of experience in civil construction, quality control, and compliance monitoring.
  • Proven experience in bill verification, site supervision, and technical evaluation.
  • Strong knowledge of construction methodologies, materials, codes, and standards.
  • Proficiency in MS Office, AutoCAD, and quantity surveying tools.
  • Excellent communication, analytical, and documentation skills.
  • High attention to detail and professional integrity.

Preferred Skills:

  • Understanding basic procurement processes.
  • Sound understanding of contract management principles, procurement regulations, and basic contract law relevant to civil work.
  • Familiarity with quality assurance frameworks, compliance standards, and infrastructure monitoring protocols.
  • Certification in Quality Assurance / Project Management (PMP, QA/QC, etc.) is a plus.

Key Performance Indicators (KPIs) for this role:

  1. Percentage of critical construction stages monitored and documented through timely site visits, ensuring alignment with approved monitoring schedules.
  2. Number of quality compliance assessments conducted per quarter, with reference to engineering standards, design specifications, and environmental safeguards.
  3. Number of billing discrepancies or inconsistencies flagged / Estimated financial value of incorrect claims detected through M&E verification processes and communicated to relevant teams for resolution.
  4. Timely submission of field monitoring reports, verification checklists, and photographic evidence, with at least 95% compliance to reporting deadlines and formats.
  5. Frequency and quality of technical assessments and validation inputs provided during vendor evaluation, procurement reviews, or bid analysis processes.
  6. Proportion of non-compliance instances identified and reported in relation to total sites monitored, disaggregated by type (technical, environmental, social).
  7. through independent M&E verification (e.g., overbilling, unverifiable quantities).
  8. Contribution to knowledge products, including number of lessons learned, case studies, and monitoring briefs developed or contributed to each quarter.
  9. Extent of engagement in M&E system strengthening activities, including feedback for MIS improvements or participation in internal reviews or audits.
