Consultant – Technical Expert (Water Resource Engineer/Irrigation Specialist)

PROJECT BACKGROUND:

We are implementing a project, titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region,” in District Diamer. It focuses on enhancing ecosystem services and  management, improving local livelihoods, and increasing climate resilience through community-based initiatives in Chilas and other areas of Diamer. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.

The key objectives of the project are:

1. Developing bio-physical ecosystem management practices to supply ecosystem services.
2. Developing governance capacity for ecosystem management, including climate sensitive gender mainstreaming.
3. Developing economic instruments to promote desired ecosystem results.
4. Promote renewable energy solutions for green growth and development.

The Expected Results (ERs) of the project are:

1. Improved biophysical ecosystem management practices through provision of ecosystem services.
2. Strengthened governance capacity for ecosystem management, with a focus on climate sensitive gender mainstreaming.
3. Enhanced economic instruments effectively promote desired ecosystem outcomes.
4. Increased access to renewable energy solution delivering environmental, economic, and social benefits.

Objective of the Consultancy

The primary objective of this consultancy is to provide technical expertise for the restoration of wetlands, rehabilitation of a water channel, and implementation of sustainable irrigation systems. The consultant will ensure environmentally sound, technically viable, and community-appropriate designs and interventions aligned with the project’s goals of ecosystem restoration and climate-smart agriculture.

Scope of Work and Expected Outputs/Deliverables

• Conduct technical assessments of wetland and water channel sites, including hydrological surveys.
• Evaluate current irrigation practices and identify gaps and opportunities for improvement.

• Develop engineering designs and cost estimates for wetland restoration and water channel rehabilitation.
• Propose suitable sustainable irrigation systems (e.g. drip, sprinkler, Pipe Irrigation (Low-Pressure PVC/HDPE Systems) tailored to local needs and terrain.
• Ensure climate resilience and environmental sustainability are integrated into all designs.

• Provide technical oversight during the implementation phase.
• Train local community members and implementing partners on the operation and maintenance of new systems.

• Monitor the progress and effectiveness of the implemented systems.
• Document outcomes, challenges, and lessons learned.
• Submit technical reports and recommendations for future scaling.

Expected Outputs

• Technical site assessment report with engineering recommendations.
• Detailed engineering designs, BoQs, and work plans for water channel rehabilitation and irrigation systems.
• Wetland restoration plan aligned with the best ecological practices.
• Final technical report documenting implementation, performance, and recommendations.

Methodology
The consultant will employ a participatory, inclusive, and field-based approach, ensuring inputs from local communities, line departments, and project stakeholders. The methodology includes:

• Field visits and hydrological surveys
• Participatory planning workshops
• Use of GIS and technical tools for mapping and design
• Community consultations for inclusive planning and sustainability

Time Frame and Input

The consultancy will span 6 months.

Key Qualifications of Consultant

• Advanced degree in Water Resource Engineering, Irrigation Engineering, or Civil Engineering with specialization in water systems.
• Minimum 5 years of experience in designing and implementing water infrastructure and sustainable irrigation systems, preferably in mountainous or rural areas.
• Strong knowledge of wetland restoration, watershed management, and sustainable agriculture.
• Proven experience in community engagement and training.
• Excellent skills in engineering design, cost estimation, and technical reporting.

The consultant will report directly to the Regional Coordinator, providing regular updates and ensuring alignment with project goals. Deliverables will include detailed reports, presentations, and documentation as outlined in the schedule above.
