Job Summary
The Senior Project Manager will be responsible for the effective implementation of CARE’s emergency response projects across Pakistan, focusing on critical areas such as WASH, Shelter, Health & Nutrition, Food Security and livelihood. The incumbent will ensure that the project’s interventions are aligned with humanitarian standards, integrated effectively across sectors, and delivered in a timely and impactful manner. The role involves managing all aspects of the emergency response, including coordination with local authorities, partner organizations, and other stakeholders at the district and provincial levels. The Senior Project Manager will also oversee the field office operations in affected districts, ensuring the safety and security of staff while maintaining high standards of program delivery.
Job Responsibilities and Tasks
1- Program Management and Strategic Oversight: (40% of time)
- Lead the emergency response strategy, ensuring it addresses the immediate needs of affected populations in Sindh and/ or Balochistan, particularly in terms of integrated WASH, Shelter, Health & Nutrition, Food Security and livelihood.
- Develop and implement a project plan, including procurement, distribution, and spending strategies, coordinating with relevant stakeholders (e.g., CARE’s MEAL, Finance, Admin & Logistics departments) to ensure timely and quality delivery of response activities.
- Oversee implementation in the field, providing guidance on program quality standards and ensuring alignment with national and international humanitarian standards.
- Monitor project activities against set objectives and indicators, adjusting strategies as needed to maximize impact and efficiency.
- Ensure staff have proper weekly, monthly and quarterly plan for project implementation.
- Coordinate with partners to ensure timely & high quality delivery of project activities.
2- Monitoring, Evaluation, and Reporting: (20% of time)
- Collaborate with the MEAL team to design and implement an M&E plan that tracks progress against key project indicators, ensuring that data collection is accurate and timely.
- Regularly analyze data and share findings with stakeholders to inform decision-making and improve program effectiveness.
- Prepare and submit comprehensive reports to CARE’s senior management, donors, and relevant authorities, adhering to all reporting requirements and deadlines
- Ensure regular site visits within the response period.
- Ensure timely and quality preparation of donor project narrative reports, quarterly performance indicator tracking tables, baselines and final evaluation reports, as well as other reports required by key stakeholders and donors.
- Oversee the procurement and distribution of emergency supplies, ensuring that all processes adhere to CARE standards and donor compliance requirements.
3- Partnerships: (20% of time)
- Establishes and maintains excellent collaborative working relationship with local partners.
- Manages relationships, negotiations and intensive communication efforts with partners in all phases of grant/project implementation.
- Facilitates coordination with partners including knowledge management, learning and capacity building for partner staff.
- Provide oversight, technical and management support to partners to ensure successful implementation of project and donor compliance.
4- Coordination, Liaison and Communication: (15% of time)
- Act as CARE’s primary representative at national, district and provincial forums related to the flood emergency response, building and maintaining relationships with government bodies, NGOs, and UN agencies.
- Work closely with local authorities to secure necessary permissions and facilitate smooth project operations in target areas.
- Coordinate with logistics teams to manage supply chain challenges, ensuring the timely delivery of goods and services to affected communities.
- Maintain regular communication with key stakeholders, providing updates on project progress and any emerging issues.
- Ensure that all project-related communications, both internal and external, are clear, accurate, and contribute to the overall transparency and accountability of the emergency response.
- Work closely with CARE’s security team to monitor the security situation in the project areas and make adjustments to project plans as needed.
5- Other responsibilities as assigned: (05% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
-Bachelor’s degree in a relevant field such as emergency management, public health, or social sciences.
B) Experience/ Technical Skills
- 8-10 years of senior-level experience in emergency response or humanitarian assistance, with at least 3-5 years of project management experience in disaster response, preferably in flood-affected areas.
-Proven experience in managing multi-sector projects with a focus on WASH, shelter, and livelihood restoration, ideally in collaboration with UN agencies or international NGOs.
-Demonstrated ability to manage large teams and complex projects, including experience in budget management and donor reporting.
-Strong understanding of the humanitarian context in Pakistan, particularly in Sindh and Balochistan, and familiarity with the challenges of working in flood-affected areas.
-Excellent communication and coordination skills, with the ability to work effectively with local authorities, partners, and other stakeholders.
