Job Summary:
The Project Manager is responsible for the overall leadership, management, and delivery of the Heat Wave project. The role includes technical oversight, partner coordination, activity planning, high-quality reporting, private-sector engagement, risk management, and ensuring donor compliance and CARE International policies. The Project Manager will provide overall leadership, strategic direction, and operational oversight for the Heatwave Response Project. The role ensures timely, effective, and accountable implementation of heatwave preparedness, mitigation, and response interventions, in line with donor requirements, national policies, and organizational standards.
The Project Manager ensures that project outputs related to information sharing, kits provision, practices and coordination with stakeholders with respect to timeline, and budget.
The project manager will adopt a multi-level and participatory approach that combines information sharing and provision of support.
1-Project Management, Leadership and technical support (30% of time)
- Support in development of a systematic monitoring, evaluation and quality assurance framework for reporting progress on project activities and outcomes.
- Assist in development of a monitoring and evaluation system including program wise process, output, outcome and impact level indicators for progress monitoring. Also, prepare annual monitoring and evaluation plan consistent with M&E Framework.
- Develop and implement standards, guidelines, procedures and methodology for creating a database environment for data planning, identification of data sources, collection of data, and data processing, analysis, and reporting.
- Prepare annual M&E plans consistent with the overall M&E framework.
- Develop standards, guidelines, procedures, and methodology for creating and managing databases for data collection, processing, analysis, and reporting.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for design and implementation of strategy and campaigns.
2-Monitoring & Data Management (20% of time)
-Ensure monitoring of project implementation and achievement of targets per the M&E framework, including assumptions, risks, and indicators.
- Review the quality of existing data, assess collection methods, and ensure data reliability for baseline, design, and implementation of strategies.
- Develop appropriate instruments to measure and analyse the effectiveness, efficiency, and impact of project interventions with respect to objectives, deliverables, cost, quality, and timelines.
- Maintain and manage data systems to support planning, decision-making, and reporting.
3-Evaluation, Research & Learning (25% of time)
Develop learning and evaluation plan for the project.
- Conduct targeted evaluations and operations research on the implementation of programs.
- Analyse M&E data to identify trends, lessons learned, and best practices for improving project performance.
- Provide technical advice to project staff on M&E approaches, tools, and data utilization.
- Support continuous learning by documenting good practices and incorporating feedback into project implementation.
- Promote and support the dissemination of project information among the project team and other key stakeholders.
4-Reporting & Stakeholder Communication (20 % of time)
Prepare monthly/quarterly report to update other stakeholders on compliance monitoring, social and environmental safeguards monitoring, Women & Girls dimensions monitoring with the help of concerned sector specialist.
Prepare monthly, quarterly, and annual progress reports to update on project performance.
Integrate monitoring of social and environmental safeguards, Women & Girls dimensions, and compliance aspects with support from sector specialists.
Promote and support the dissemination of project information among the project team and key stakeholders.
Provide actionable recommendations based on M&E findings to inform project decision-making and strategic planning.
Develop and implement the Feedback and Accountability mechanism for project as per CI accountability framework.
5-OTHER RESPONSIBILITIES AS ASSIGNED (5 % of time)
Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
Qualifications (Know How)
Education/Training
Master’s degree in degree in Economics, Statistics, IT or a relevant discipline.
Certification in M&E, data management, or research methodology.
Training in donor-funded project M&E systems, especially UN agencies.
Experience/Technical Skills
Required
Five years of relevant work experience in matters related to monitoring & evaluation, quality assurance, data handling & analysis etc.
-Preferably, experience of working in similar projects/assignments in similar capacity, with international donors, and in organizations with comparable conditions.
Desired
Experience in Heat Wave projects.
Familiarity with digital data collection tools, dashboards, and visualization software.
Experience in training staff on M&E methods and tools.
Skills & Competencies
Strong understanding of heat wave projects.
Excellent planning, coordination, and project management skills.
